APPLETON - As state lawmakers debate reauthorization of the Knowles-Nelson Stewardship Program, Appleton is still waiting for a $700,000 grant from the program for the Lawe Street Trestle Trail that was approved two years ago.
Despite the approval, a member of the state Legislature’s Joint Finance Committee anonymously objected to the funding in March 2020, which under normal circumstances would send the grant to a hearing.
But a hearing hasn’t been scheduled, leaving city leaders and local lawmakers in the dark.  
“It’s kind of a slap to our face,” said Tom Flick, Appleton Parks and Recreation deputy director. “I’d like to ask some questions, like, what’s wrong with our project? We know for sure who the members of the Joint Finance Committee were at that time, and none of them were from northeast Wisconsin.” ....
