The Criminal Cases Review Commission was established a year ago to investigate claims of wrongful conviction. But, as Mike White discovers, it has received nearly double the number of cases it expected, and is struggling to keep up with demand. Based on overseas examples, the CCRC estimated it would receive about 125 applications a year from people saying they were wrongfully convicted, and had exhausted all their appeals in the courts. The previous system for examining these cases, which the CCRC was replacing, was the royal prerogative of mercy. It was overseen by the Justice Ministry and had received 172 applications in the 25 years from 1995-2020. In the last two years of its operation, it received just two applications. ....
