Former Thousand Oaks Mayor Lawrence Horner died this week while visiting his daughter in Portland, Oregon, his family said. He was 91.
Horner, Thousand Oaks only Black mayor and council member starting in the 1970s, died Wednesday of an apparent heart attack, his daughter, Kymberly Horner, said. He had complained that he wasn t feeling well, then collapsed and passed away, she said.
He and his wife of 66 years, Betty, who lived together in Thousand Oaks, had been visiting Kymberly at the time.
Horner was a Thousand Oaks City Councilman for 16 years, from 1974-90, serving as mayor in 1976-77, 1981-82, 1984-85 and 1988-89. In Thousand Oaks, the mayor is appointed from among City Council members and is not a separate elective office.
