(WLOX) - Officials have identified the victim that was killed in a fatal crash in Biloxi early Saturday morning. Harrison County Deputy Coroner Whitney Valles identified the victim as 41-year-old Richard Gann of Ocean Springs, he was pronounced dead on the scene around 2 a.m. Saturday morning. David Thomas Pelkey, 28, was arrested by the Biloxi Police Department on two counts of DUI causing death or serious injury.
