Discovery Health and Netcare say their doctor consultation vouchers were supposed to provide a beacon of hope to millions of the South Africans who cannot afford medical aid.
In a country where less than none million people were covered by medical schemes at the end of 2019, and possibly less now after the widespread retrenchments created by Covid-19, they thought the government and regulators would embrace innovative ways to increase access to private healthcare.
