KWEA worked with nonprofit research firm ThreeCubed to analyze data provided by KUB. The data begins when KUB ended its moratorium on disconnections during the pandemic.
Tennessee lifted its disconnection moratorium in August and was one of 36 states to do so by October.
The analysis showed that households in poor, non-white neighborhoods experienced a disconnection from power and water at a rate 170% higher than households in poor, white majority areas.
