PF planning commission rejects billboard plans


PIGEON FORGE — The planning commission rejected 14 site plans for new billboards Tuesday after staff said they didn’t meet the city’s new sign regulations.
Commission was reviewing site plans for new signs for the first time since Chancellor Telford Forgety overturned the city’s old billboard regulations on First Amendment grounds.
Since then, the city put a moratorium on reviewing new signs until new ordinances were enacted. Those new regulations are now in effect.
In the meantime, a number of people offered site plans for new billboards. Tuesday’s agenda featured site plans for 16 of them.
The planning commission turned down all 16 plans on the advice of staff, who said they didn’t meet the regulations. ....

PF Commission passes new sign ordinances


PIGEON FORGE — The city will have a new set of sign ordinances before its moratorium on sign permits ends, after commissioners voted 4-1 Monday to approve the new regulations.
The city first announced its plans for a moratorium at its Feb. 22 meeting, approving it on first reading. The moratorium started on March 8, and with approval of the new ordinances will end April 27.
Commissioner Ken Maples, who had already expressed reservations with the regulations at a workshop, cast the sole dissenting vote against the new regulations.
The ordinances aim to make the city’s regulations “content neutral” after the old regulations were overturned in court. ....

SEVIERVILLE Sevier County residents will not be able to get Johnson & Johnson’s single-dose vaccine for COVID-19 for an undetermined amount of time after the federal government recommended a “pause” in distribution of the vaccine.
The Tennessee Department of Health announced Tuesday that it would follow federal recommendations to hold off on administering the vaccine while federal officials review reports of rare but dangerous blood clots in a handful of patients who have received the vaccine.
State officials said they expect to be able to continue providing vaccinations in Tennessee on schedule, although patients will need to take the Moderna or Pfizer vaccine, both of which require two doses to be fully effective. ....

Final review set on PF sign regs


PIGEON FORGE — The public will get once last chance Monday to weigh in on proposed changes to the city’s sign ordinances before commissioners vote on final approval.
City Commission meets at 5:30 p.m. Monday in City Hall, and the public hearings typically lead off the agenda.
The commission has been discussing proposed wholesale changes to its sign ordinances for weeks, and issued a moratorium on new sign permits that started March 8 and is scheduled to end May 7.
Both moves followed a ruling by Chancellor Telford Forgety that essentially overturned the city’s billboard ordinances.
Forgety’s decision was based on federal court rulings that voided other billboard regulations like Pigeon Forge’s, which categorized signs based on whether they advertised on-site businesses or off-premise businesses. ....

Commission makes changes to new sign regs


PIGEON FORGE — City Commission appears set to pass new sign regulations when it meets April 12, but with changes that would allow existing signs to remain as is and an alteration of the proposed size limits.
Commissioners moved right away to ask that staff remove a requirement that existing signs be brought into compliance within 10 years. They’ll now be “grandfathered” in, meaning they can remain as they are unless removed from the ground.
“I think we all probably agreed to that pretty quick, that that needs to go,” Mayor David Wear said.
That eliminated one major concern for the owners of the city’s existing billboards, and it means the new ordinances won’t force any quick change to the signs that already line the Parkway and other heavily visited areas. ....
