Test of these taking back power from the executive branch is often a challenge that requires overriding a president ial veto which is increasingly difficult. A return to normal appropriations, increase in legislative oversight, particularly by a spending authority, an earmark reform that both returns the practice while strengthening its integrity requires no president ial signoff. In fact each step rests solely within the purview of congress and it would allow legislators to increase capacity, better represent their constituents, uphold their oath and recommit to the spirit and letter of article i of the constitution. Fiscal problem that is much more severe. So i think the discussions of the dynamic scoring cannot let it us slip into a place where we look the other way and theres a highrisk that some of the decisions we make will leave behind a big fiscal mess. Ive had the misfortune of inheriting fiscal messes and taken great pride in cleaning them up and i think we have to be careful and not create those problems. You spoke approvingly of the ryan murray spending bill that helps us avoid the shutdown but that build left in place some caps on domestic and defense appropriations in 2011. Are you comfortable with a the level of those taxes . I never thought the caps were in the right place. I think we have a tremendously important need in this country that are both on the defense and nondefense side that will lead to a stronger economy and a stronger nation if we have the room to invest sensibly.
