Weeks, air traffic controllers will be able to fly in a cockpit to see exactly how their communications impact a working flight crew, particularly during take-offs and landings. it is so valuable for air traffic controllers to see at that critical point of flight that teamwork that s happening and why we really shouldn t give them a different instruction that they re not expecting. reporter: he did the cockpit familiarization training before 9/11. after the terror attacks the program was suspended because cockpit security became a pair amount concern. as a result, one-third of the nation s 15,000 controllers have never had the cockpit experience. the transportation security administration as now given the green light to its revival and the head of the federal aviation administration is embracing it. i was a professional airline pilot myself and had controllers on board. it s a two-way dialogue and helps both parties understand ....

reporter: the faa is ordering special safety inspections for fatigue damage on some 175 boeing 737s worldwide. 80 of them are registered in the u.s. we can t allow planes to be blowing holes in the roof while people are at 30,000 feet. we just can t. reporter: age and wear from repeated take-offs and landings can cause metal fatigue. mechanics look visually or use specialized technology which sends an electrical current through the metal to detect problems. not cracks but smoke in the cockpit forced the united plane to make an emergency landing in new orleans. 497 we re declaring an emergency. we ve lost all our instruments right now. reporter: just 20 minutes after take-off, the aircraft developed electrical problems and returned to the airport. all 106 people aboard got off safely using emergency chutes. the ntsb dispatched a team to investigate. larry jacobs, abc news. unbelievable and very scary. the white house is giving up ....
