The Helsinki newspaper Hufvudstadsbladet reports that President Alexander Stubb says it is up to Ukraine itself to decide how to use weapons donated by Finland.
"Talk of sending troops [to Ukraine] is speculation at this stage and Finland's position has not changed. Finland will do everything it can to ensure that Ukraine wins," Stubb told reporters.
