Cyprian Luke, whose violent arrest in Dover two years ago went viral and led to a state investigation, hears demonic voices that threaten him and believes others, including police officers, are out to harm him, Judge Louis Sceusi said during a virtual court hearing on Thursday. Sceusi referred to three doctors reports when he made his decision to find the 21-year-old Morristown man not guilty by reason of insanity on charges of carjacking and attempted carjacking. Rather than serve prison time on the charges, Luke will be under the care of the state Department of Health, which will determine whether he requires hospitalization for mental health. ....
