Having heard the lecture and reeves personally. And im so glad i did. Of it was a delight to read. Im also reading jane mayers book on dark money. Thats less of a delight to read not because of her, but the stories are pretty disturbing. Absolutely superb and it is a privilege both to be here and i really want to applaud the board for taking up this, i think, really difficult but fundamental issue about what is privacy and how in practice might we go about protecting it within the private and public sectors. I want to really just offer observations as oppose to any specific if you will recommendations or conclusions. This touched some of the last panel. I think the fips are frankly not interest mendously useful. Im not suggesting abandoning them which is a big change for me. Ten years ago, a chapter called the death of fips but unfortunately ive gained a little bit of college here but i think we used them almost, like we can roll out these eight principles or depending on which list of fips you use or that will get us somewhere. Applicable to antiterrorism methods, i dont know. I think all of these models are heavily data driven. So one would need a lot of data. But to the point that these models, these predictive modelling are able to predict things that may relate indirectly to terrorism or criminal activities, the systems are suggesting that we are going that way. Other thoughts on that question . Theres a system in chicago that the Chicago Police department has deployed which both has been touted and criticized, but it does somewhat the neighborhood or block level predictive deprediction bs as to criminal activity as well as i understand individual level identifying people who may be either victims of crimes or perpetrators of crimes. Again, both touted and highly criticized. Any thoughts or comments . One quick one creating a feedback loop. You see every crime that occurs on corner acts and draw an overdrawn example that you thought it was real dange ....

Here again, an attempt to influence or affect what are the rules that the intelligence agencies are expected to follow. And then a different part of that question is, what oversight mechani mechanisms, what assurances do we have that the agencies are following the rules . And you are part of that. I mentioned the congressional committees, and then all the layers within the executive blanche itself. So i think i hope that the public discussion has been shifting a bit from whether or not were following the rules i think what i perceived in the public discussion is a greater acceptance that where he in fact trying our best to follow the rules. Were not perfect and we make mistakes. But were trying to follow the rules as best we can. And now that the discussion has been shifting to what should those rules be . What are the rules . Heard of that. We all remember typhoid mary of lore and she had the ability to infect people. Do your typhoid marys have the ability to infect people when theyre asymptomatic . We dont know. Thats the question. Typhoid mary, in the case of her, she was dealing with a bacterial infection. Right. What i do know for a fact, there have been a number of asymptomatic nonfebrill people whose blood has been drawn and they tested positive. I think there is something about the pcr test. In medicine, you never say 100 . The thing with ebola, if you dont bat 1 wh00 every day, it exposed. My point is we need go to africa and fight the disease over there and keep it contained. Two of your doctors were infected and werent sure why. We had two nurses in dallas and were infected and were not sure why. That underscores there is a lot more not known about this disease and is known and i would extend that to mr. Waxman, we all need humility on this.
