曙光初现 福清乃沿海县市，虽然年平均降雨量高于全国平均水平，但人均水资源占有量却不足全国的一半、全省的四分之一。这主要是由于降水时空分布不均，年内、季内降水量变化大，境内江浅流短，近百条大小江河溪流总长度仅 280 公里，以单独入海河系为主，加上丘陵地貌，西高东低，雨量虽然充沛，但暴雨一来，很快就奔流入海，“一日大雨哗啦啦，三日没雨干巴巴”。历史上，福清旱灾十分频繁，十年九旱。 为了根本改变福清“十年九旱”的面貌，1955 年底，福清县委开始酝酿建设水库。经反复论证，决定将大坝建在石竹山下，以期形成一个集雨面积达 200 平方公里、总面积为 15 平方公里、库容量达 1.85 亿立方米的大型水库。水库坝高 56 米，可灌溉面积 30 万亩，从根本上改变缺水的局面。 1957 年 8 月，水库大坝的勘察设计完成，根
