Deputy mayor suspected of taking prohibited donation

A deputy mayor of Tallinn is suspected of taking prohibited donation to finance his election campaign, daily newspaper Postimees writes.
The Supervisory Committee on Party Financing (ERJK) has on three occasions requested documents from Center Party member Vadim Belobrovtsev to see how he financed his 2019 European Parliament election campaign.
The reason for initiating the procedure was the unusually long-term debt to Complex Consult OÜ reflected in your election campaign report, ERJK chair Liisa Oviir wrote to Belobrovtsev.
In May 2019, Complex Consult OU submitted an invoice of €11,687 to Belobrovtsev for advertising services. As of September last year, €8,687 were outstanding.
ERJK wants to know how Belobrovtsev will pay his debt to Complex Consult OÜ, and if there is interest. In order to assess the conditions under which the transaction was carried out, it is necessary to know whether and what interest was paid for the transaction, Oviir said. ....

Liberal Citizen foundation creates tool to show parties' funding sources

The Liberal Citizen foundation (SA Liberaalne Kodanik), or SALK for short, has published a tool that enables to look at the funding of Estonian political parties since 2013.
Tarmo Jüristo, head of SALK, said various interactive solutions have been worked on for several months, which help to create more clarity in society and highlight new perspectives. So far, however, there have not been very many convenient digital tools to explore many interesting areas in detail, he said.
Now, SALK has built a digital tool rahapada.salk.ee, which allows people to look at different time periods and types of funding - donations, membership fees and state grants both together and separately. It is possible to delve into the specifics of one party in a shorter or longer period of time and compare the parties. The tool also allows the user to group donations by amount to see how many small donors each party has compared to large ones, or how important the contribution of individual large ....

Transparency International calls for boosting party finance watchdog powers

Anti-corruption civil society Transparency International Estonia (Koruptsioonivaba Eesti) has called for boosting the powers of the body tasked with monitoring party finances. The Center Party had previously tried to abolish the watchdog.
Transparency International Estonia sent their proposal to representatives of the Reform and Center parties, currently holding coalition negotiations, and said that the Supervisory Committee on Party Financing (ERJK) should have wider responsibilities. The organization had already lobbied the Riigikogu on the same matter last summer.
Steven-Hristo Evestus, board member at Transparency International Estonia, said: As the current situation is motivated by the suspicions of crime presented by the Office of the Prosecutor General and the Internal Security Service (ISS) on January 12, we consider it extremely important that Estonian society needs clear steps that condemn all forms of corruption and increase transparency in policy-making and go ....
