The Carlsbad City Council met Tuesday and voted unanimously to fill the vacant District 1 seat by appointment instead of holding an election for the term, which ends next year. The council also heard a presentation on options to address changes raised by the public regarding the 2019 comprehensive update to the Village & Barrio Master Plan. The council decided to postpone any decisions until a District 1 City Council representative was seated on the council.
