Committee Hearing Held on Superfund Program Reforms Sought in CLEAN Future Act | Sullivan & Worcester

The CLEAN Future Act (Act), introduced in its current form on March 2, 2021 by the House Committee on Energy and Commerce, is designed primarily to achieve net zero greenhouse gas emissions by 2050. Reflecting the environmental policy goals of the new administration, which Democrats in Congress are seeking to effectuate, the bill addresses a broad range of topics, including clean electricity standards, funding for electric vehicle infrastructure, building code changes, climate risk disclosure requirements, Superfund program reforms, and environmental justice initiatives.
The most recent of the Congressional hearings on the legislation was held on May 13, 2021, to address proposed reforms of the Superfund program, including backlog problems, decreased public funding for cleanups, and a heightened risk of additional releases of hazardous substances from contaminated sites due to more frequent occurrences of natural disasters. Once again, U.S. Rep. Frank Pallone is reviving the Superfund Polluter Pays Act, a bill he first introduced to Congress in 2005.
His bill has never made it out of committee.
Now Pallone, however, is hopeful.
The bill calls for the reinstatement of a tax on chemical and petroleum companies to help pay for Superfund site cleanups. And this time, it is included in President Biden’s American Jobs Plan.
“The bottom line is that we have a president in Joe Biden who’s serious about cleaning up environmental pollution and protecting communities, particularly those who live near these Superfund sites,” said Pallone (D-6th) on Tuesday. “I think we have an opportunity now for Congress to weigh in and say, yes, this is something we want to do.” ....
