Facing pandemic lockdowns, spiking violence and eroded access to services and legal protections, women in war zones continue to suffer and global commitments remain largely unmet, the United Nations senior official on sexual violence in conflict told the Security Council today, calling for a “paradigm shift” in how resources are allocated in the post-COVID-19 world.
Pramila Patten, who is the Secretary-General’s Special Representative on Sexual Violence in Conflict, briefed the 15-member Council’s quarterly debate on women, peace and security, which was held in a videoconference format. Spotlighting worrying increases in misogyny and attacks on women who are visible in public life, she urged States many of whose resources are dwindling amid the pandemic’s economic shocks not to cut fund ....

Other information: Sultan Saleh Aida Aida Zabin has engaged in acts that threaten the peace, security and stability of Yemen, including violations of applicable international humanitarian law and human rights abuses in Yemen. Zabin has played a prominent role in a policy of intimidation and of use of systematic arrest, detention, torture, sexual violence and rape against politically active women. Zabin as director for CID is directly responsible for, or by virtue of his authority responsible for, and complicit in the use of multiple places of detention including house arrest, police stations, formal prisons and detention centres and undisclosed detention centres. In these sites, women, including at least one minor, were forcibly disappeared, repeatedly interrogated, raped, tortured, denied timely medical treatment and subjected to forced labour. Zabin himself directly inflicted torture in some cases. ....

The conflict and humanitarian crisis in Yemen is taking a dramatic turn for the worse, with Houthi rebels pursuing a military offensive in Marib governorate alongside a surge in cross-border attacks on Saudi Arabia, but a renewed diplomatic commitment by the United States to end the six-year conflict offers a glimmer of hope that peace is still possible, senior United Nations officials told a video conference meeting of the Security Council today.
Martin Griffiths, the Secretary-General’s Special Envoy for Yemen, said that 1 million internally displaced persons are among the civilians at risk as Houthi rebels and Government forces clash in Marib, with combatants on both sides suffering heavy losses.
