The first phase is to determine whether a person is guilty or not. Clearly 240 votes, he was found guilty. Today we have the opportunity to punish. Yesterday there was no fine imposed. The president is not going to lose his job. You and i might lose our jobs if we did such a thing. But the president wont lose his job. So we have to ....
