on that aspect of the crisis right now? well, i think we can t focus enough, alex, on what s happening on the civilian side of this crisis. we ve gotten sort of complacent in the last several decades, frankly, of warfare that we have experienced in the west. a lot of it has been the global war on terror that we have prosecuted against america s enemies where we operate under strictures involving humanitarian norms. i mean, we live in this whole bubble of international legal norms that we ve talked about so much since 9/11. this is a very different conflict. this is an adversary that plays by different rules. and that s something that the biden administration is thinking about and is, i m certain, going to be discussed with nato allies. they don t play by our rules and that s why the civilian side of this is so important. we typically assume in conflicts like this that both sides have an interest in civilians and humanitarian efforts, but that s not the case with the russians. in fact
