Bills would make 3% BPT permanent for small businesses
Gov. Lou Leon Guerrero announced at her State of the Island Address Monday that she’d sign a bill removing the sunset provision on a law temporarily reducing business privilege tax for small businesses.
Senators on both sides of the aisle on Tuesday presented two separate measures seeking to make the business privilege tax rate for small businesses 3%.
Sens. James Moylan, Tony Ada and Chris Duenas introduced Bill 72. Vice Speaker Tina Muña Barnes and Sens. Joe San Agustin, Jose Pedo Terlaje, Clynt Ridgell and Mary Torres introduced Bill 74.
Last year, senators passed a temporary exemption for small businesses. Business that make more than $50,000 and less than $250,000 could waive payment of the 3% business privilege tax. For businesses that make more than $250,000 but less than $500,000  would pay 3% BPT. It was intended to provide relief during the pandemic and would expire in 2022. ....

GovGuam: In-person abortion law requirement not an obstacle


While the American Civil Liberties Union has sued the government of Guam, alleging the part of the abortion law that requires doctors provide information to women in person is a burden, the government of Guam stated that’s not the case.
The ACLU and Guam attorney Vanessa Williams sued on behalf of Hawaii-based doctors Shandhini Raidoo and Bliss Kaneshiro, who want to be able to provide telemedicine medication abortions to women on Guam. Since mid-2018, no doctors on the island have provided abortions after the last doctor who did the procedures retired.
Deputy Attorney General James Canto II stated in his opposition to a motion for a preliminary injunction that the ACLU s and the doctors’ claim the “in person” part of the law poses an inconvenience. ....

'I just wanted some money': Ex-mayor gets 3 years in prison


The former mayor of Yona mayor was sentenced Thursday to a little more than three years in federal prison, with credit for the past 15 months he’s been detained.
Jesse Mendiola Blas pleaded guilty to one count of extortion under color of official right. He was indicted on six counts of extortion and seven counts of Travel Act bribery and sentenced to 37 months in prison.
Depending on what the court decided was an accurate amount of bribes paid to Blas, he faced a different range of possible prison time.
According to the prosecution, Blas faced 30 to 37 months in prison. Assistant U.S. Attorney Laura Sambataro stated Blas received $11,700 from an informant during the investigation, which is above the $6,500 threshold that triggers a more severe punishment. ....
