Bidding by local contractors still a hot topic at North Battleford City Hall


He raised those concerns again at Planning Committee, saying he had received an email from Derek Mahon, former Battleford mayor, whose local group had put in a bid to be the project management team for the trunk main project work.
They had submitted their written application and were the low bid, said Ironstand, but ended up ranked fifth out of six bidders in the evaluation by AECOM and were eliminated from consideration.

City may beef up downtown bollards due to damage


The bollards were put in as part of the downtown revitalization efforts of recent years. The revitalization has included the installation of new bulb-outs, new sidewalks, as well as improved lighting and street benches. But damage to the bollards has been an issue from the beginning.
While Schafer noted the situation is “not as bad as some people have been led to believe,” the costs of repairing the bollards are running at $5,000 to $7,000 a year.
A recent maintenance history of the bollards was provided, indicating that the price tag came to $22,085.72 in material costs (over a period of three years) and 46.75 hours of labour costs in connection to fixing the bollards. ....

Bulb-outs under the microscope at City Hall


The presentation outlined the work that had been done over recent years in the downtown, including discussion of streetscapes and curb extensions. The curb extensions, also known as bulb-outs, that have been placed downtown on 100th and 101st Streets have been a source of controversy in the past couple of years, with residents openly questioning whether they will create a safer traffic situation downtown. There has been particular concerns expressed that the bulb-outs make it more difficult for large vehicles turning at intersections.
Mackrell’s presentation included a lengthy justification for curb extensions downtown. Those include creating a pedestrian-friendly environment downtown by reducing the distance by half that pedestrians have to walk from sidewalk to sidewalk. ....

Budget night three focuses on public works, leisure services


The presentations from all the city departments have now wrapped up. The feeling from council is they should meet again Thursday night for some final discussions, as they consider whether to go ahead with the administration proposal of a one percent property tax increase for 2021, or adjust it up or down.
That deliberation session is scheduled to begin at 6:20 p.m. Thursday evening, and is again open to the public on ZOOM. It will be held right after council meets for an in-camera matter.
The latest three-hour-long budget session covered a lot of ground. One discussion right at the start was a holdover from Monday’s discussion: whether money could be found for the “unfunded” additional CSO position so it could be included in the 2021 budget. ....
