Cabinet member for the town centre, culture and heritage Dale Heenan told colleagues that the owner of the derelict building is in conversation with Swindon Borough Council’s planners, which may see a new proposal come forward. Coun Heenan said Gael Mackenzie and his architect were in pre-application talks with council officers. “We are in discussion with the owner of the building, and that is continuing, he said. Last year the council pulled out of an agreement with Mr Mackenzie and developer Steve Rosier for a flats and retail conversion for the building, also known as the Corn Exchange and which began life as the old town hall. ....

If Gael Mackenzie, who owns the Corn Exchange – or Locarno – doesn’t submit a planning application by June, then the local authority will look at what other options it has to bring the building back into use. And according to the resolution agreed by councillors, a report will have been prepared setting out the options before that June deadline – although some think they may be limited. ....
