As tens of thousands of Laredoans entered day three without electricity, and tens of thousands more with no water, it was not made clear when either of these essential services would be restored.
Tony Arce, manager of community affairs for American Electric Power, noted that on Wednesday morning, about 33,000 accounts across Laredo, Encinal, Zapata, Rio Bravo and El Cenizo were without power. By noon, around 2,000 of those accounts had been restored, and several thousand more a few hours later, Arce said. They hope to make more progress as more energy capacity comes online. ....
