The u. S. Congress passed our first whistleblower law and they did it when whistleblowers sailors and marines had criticized the commander of the u. S. Navy and cooing criticizing him for mistreating british prisoners. So this was embarrassing to the u. S. Governor government. But think about it. The Founding Fathers put everything on the line.
