A very narrow majority in the senate, there are benefits in this tax code now that would have to be stricken to make room for the cuts, so you dont have a big blowout in terms of the budget and so they will be fiercely supported and defended by those affected. It wont be easy, not with a narrow majority of the kind that we have now among republicans. Democrats by large do not favor tax cuts, particularly tax cuts they will inevitably say benefit the rich.
