Antonio G. Parlade Jr. who was the spokesperson for the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). Karapatan told the CHR that Parlade dos not deserve a “graceful exit” because of his “rabid red-tagging” activities. It pointed out that Page 11 of the CHR’s “Citizen’s Handbook” states that the CHR “issues clearance only after thorough data check and verification of records to military/police officers, security sector, government employees and private citizens to certify that the client has: no record of human rights violations, with record of human rights violation or with pending resolution of human rights violation.” ....

Again, the CHR stressed that no ideology can ever justify violations of human rights, and “it cannot be used by any group or individual to excuse themselves from any accountability.” The July 7 ambush resulted in the deaths of one soldier and two members of the Citizen Armed Force Geographical Unit (CAFGU) and injuries to six other persons. After concluding its rescue and retrieval operations on Monday, the Armed Forces of the Philippines (AFP) confirmed that 52 soldiers and civilians died in the crash. This was considered as one of the deadliest military air disasters recorded in Philippine history. In a statement, CHR Deputy Spokesperson Marc Louis Siapno said that the country’s soldiers deserve to be given adequate safety and protection especially since they are risking their lives to offer the same protection for civilians. ....
