East Flat Rock Business: Commissioners set hearing for asphalt plant rezoning request

The hearing will be held at 5 p.m. Monday, May 17, at Thomas Auditorium at Blue Ridge Community College.
The applicant, Southeastern Asphalt plant owner Jeff Shipman, is seeking a rezoning of 6.5 acres on Spartanburg Highway at the U.S. 25 Connector from Community Commercial to a conditional district. A conditional zoning districts allows commissioners to place restrictions pertaining to lighting, hours, noise, stormwater treatment and other factors. The Planning Board voted 5-2 on April 19 to recommend that commissioners deny the request.

The vote came after two hours of public comment and questions.
After Bruce Hatfield made the motion to recommend denial of the rezoning, seconded by Jim Miller, those two were joined by Hunter Marks, Jennifer Balkcom and chairman Steve Dozier voting for the motion. Voting no, and favoring a positive recommendation on the request, were Baird Blake and Paul Patterson.
Southeastern Asphalt Co. owner Jeff Shipman refiled the rezoning application in March after withdrawing the request in December. Amid a large uprising against the plant, the Planning Board voted in August to recommend that the Board of Commissioners deny the rezoning request. Shipman opened the presentation of the rezoning request by addressing concerns neighbors had expressed about his clearing of the site of the proposed plant, on Spartanburg Highway at the U.S. 25 Connector. ....

One Dead In Asheville Homicide
(Asheville, NC) The Asheville Police Department is investigating its first homicide of the year. Officers say a man died after he was shot in the Southern Street apartment complex near the Livingston community on Thursday morning. The search is on for suspects. WLOS-TV reports six people have been shot in the city so far in 2021.

(Henderson County, NC) A Henderson County community isn t backing off its opposition to a proposed asphalt plant. A group of people in East Flat Rock has pushed back against two proposals from Southeastern Asphalt, which is seeking to build a new plant off Spartanburg Highway. Controversial asphalt plant gets another rejection from county leaders
ASHEVILLE, North Carolina (WLOS) A controversial asphalt plant proposal for East Flat Rock got a vote of disapproval from the Henderson County Planning Board on Thursday. The board voted 5-2 to recommend the Henderson County Board of Commissioners deny the request to conditionally rezone the land from community commercial to industrial to allow for the plant’s construction.
This is the second time developer Jeff Shipman, of Southeastern Asphalt, has tried to get the plant built off Spartanburg Highway. The proposal was first introduced in 2020 but was defeated after lots of community concerns, particularly from a large group called the Friends of East Flat Rock. The group is fighting the proposal just as hard this time around. At the start of Thursday night’s meeting, planning board members reminded the audience to remain respectful and avoid “screaming and yelling.” ....
