《判决书》显示，早在2001年，林玉成在担任吉林省辉南县县长之际就开始受贿。10余年间，他先后为18人工作提拔、岗位调动等相关事宜提供帮助，部分受贿钱款用于购房、买车以及为情人支付合同违约金。
《判决书》介绍，林玉成还对吉林省投资集团有限公司党委原副书记、总经理潘中玉（正厅级）违法犯罪问题进行了检举揭发。法院指出，林玉成揭发他人犯罪行为，经查证属实，有立功表现，依法予以从轻处罚。
2020年12月，潘中玉犯受贿罪，一审亦被判处有期徒刑10年。

公开资料显示，林玉成，男，汉族，1963年3月出生，曾任吉林省辉南县县长、县委书记，白城市委常委、宣传部长、政法委书记、市公安局党委书记、局长（兼），白城市委常委、副市长等职，2011年12月调任吉林省国资委党委� ....
