Every dollar earned would be subject to payroll tax. why is this the only assumption is employee versus employer side? because rich people don t like to pay taxes and they are powerful. a payroll tax is there to fund social security. if you raise the cap you d raise 0.6% of gdp. that happens to be the exact size of the social security shortfall. if you eliminated it, you would in one foul swoop close the social security tax gap, that would be it, you d be done. it would be finished. now, if you say you don t want to do it because you d prefer to raise retirement age, that s your prerogative, but that would be a very big step towards fiscal responsibility. so i feel like what i heard you just say and what we have started talking about last week is the idea on the one hand ....
