Labours shadow chancellor, john mcdonnell, has used his keynote Party Conference speech to announce a radical revision of the way labour would fund large scale building projects. Hes pledged that a future Labour Government would take control of so called private finance initiatives. It would mark a huge shift in policy. For 25 years, under both conservatives and labour, private companies have built hundreds of schools and hospitals and then been paid to maintain them.
