在办理未成年人刑事案件中，河北省相关部门始终坚持“教育、感化、挽救”的方针和“教育为主，惩罚为辅”的办案原则，切实贯彻宽严相济的刑事政策，牢固树立保护优先的理念，最大力度预防未成年人犯罪、挽救涉罪未成年人，力争让他们“无痕”回归社会。近日，记者在河北省相关政法部门采访这一工作的开展情况，了解他们坚持依法惩戒和精准帮教失足未成年人相结合、帮助失足少年重启崭新人生所做的努力。
坚持教育感化挽救方针
2019年，当地法院审理认为郑某随意殴打他人，致一人轻伤，其行为已构成寻衅滋事罪，考虑到其系未成年人、主动到公安机关投案、如实供述罪行、赔偿被害人损失并得到谅解等情节，结合被告人的成长经历，剖析其走上犯罪道� ....
