　　在当日举行的国务院政策例行吹风会上，邹加怡介绍，完全成本保险覆盖农业生产的总成本，包括了直接物化成本、土地和人工成本，主要功能是弥补主要自然灾害、重大病虫害等导致的损失；种植收入保险主要覆盖农业种植收入因价格和产量波动而导致的损失。原则上，两种保险的保障水平最高均可达相应品种种植收入的80%。
　　为满足农户日益增长的风险保障需求，财政部自2018年起在6个省份开展了完全成本保险和种植收入保险试点工作。邹加怡表示，从试点情况看，完全成本保险和种植收入保险进一步提高了保障水平，符合目前我国农业保险的发展阶段和实际，基本上可以让投保农户“旱涝保收”，受到了广大农户的欢迎。
