Officer Shem Brijbilas filed a complaint after being shown the fake document by other correction officers on April 21, according to a report filed on the incident. The document, which includes numerous racial slurs and references to white supremacy, is written to look as if it had been filed by Brijbilas, according to the officer s complaint, which was first reported by The Hartford Courant. Copies of it were loaded into the paper tray of a printer at the prison, putting it on the back of several other reports printed that day, Farhan Memon, the chairman of Connecticut chapter of the Council on American-Islamic Relations, said Thursday. ....

The report contained both anti-Muslim and homophobic slurs and targeted Muslim corrections officer Shem Brijbilas. Farhan Memon is the chair of the Connecticut chapter of the Council on American-Islamic Relations. “The Department of Corrections needs to refer this matter to the state police in order to be investigated as a hate crime. This is the second time that Officer Brijbilas has received a letter of this nature,” Memon said. In a letter to Memon, Commissioner Angel Quiros said the agency is conducting an internal investigation, and is still investigating the previous letter to Brijbilas. ....

CAIR-CT sent a letter to Department of Correction Commissioner Angel Quiros Sunday and copied it to the Office of the Attorney General. In its letter, CAIR-CT said that last month several copies of a fake incident report were found in a printer at the state prison in Cheshire. Hateful language in the report was directed at Shem Brijbilas, a Muslim correctional officer. Farhan Memon, chairman of CAIR CT, said the document “. contains both offensive language and it also includes coded references to neo-Nazi and white supremacist language.” ....
