It was Feb. 17, and the worst winter storm in years blanketed much of Tennessee in a foreboding shell of ice and snow. Roads were buried. Visibility was terrible. Most businesses were shuttered.

Dr. Alex Jahangir, the head of Nashville’s coronavirus task force, was doing just that, riding out the weather on his couch. His phone rang.
Fiscus explained at least 100 doses of COVID-19 vaccine in Williamson County were thawed before the worsening storm cancelled vaccination appointments for the day. The doses now were at risk of expiring, Fiscus said, but if they acted quickly no vaccine would go to waste. ....
