PEORIA – Shatiya Alexander knew her calling when she and her mother were planning a party a few years ago. The party was to have a balloon tower, and she thought she could do it herself. A bit of trial and error, and the tower rose not just for the party but as an idea of a new business that Alexander, 23, thought she could develop into a moneymaker.
