FORT WALTON BEACH Brendon Scarver, a 23-year-old Fort Walton Beach man arrested Friday following a burglary in Destin, was charged but never prosecuted for second-degree murder following the May 20, 2019, shooting death of Cordell Smart. Smart, 19, was an innocent bystander outside a home at 110 Oakhill Avenue off Beal Parkway when a gunfight broke out between two rival groups.
