The Frederick County Sheriff’s Office seized 11 horses from a property near Stephens City on Nov. 5, according to a department spokesperson. The seizure was assisted by the Shenandoah Valley
Records obtained by the Richmond Times-Dispatch show that the owner of a Shenandoah County farm from which almost 100 horses were rescued in June had previously been investigated for animal cruelty. Some of the horses are recovering in Richmond.
