Texas’s civil commitment program for sexually violent offenders has earned a reputation as an unforgiving place. Much of that is by design.
Each of the 378 men in it has already served his full prison term, some 20 years or longer. After their sentences were up, Texas evaluated them as too likely to re-offend, however, so they were ordered kept locked up indefinitely until ready to rejoin the free world. Their average age is nearing 60.
The program’s sole facility, a collection of low buildings and temporary trailers, sits amid fields on the outskirts of the rural Panhandle community of Littlefield surrounded by two razor-wire-topped fences. Buildings are locked and outfitted with security cameras. Even so, many residents must also wear GPS ankle monitors. ....

the men s path to freedom and their lawyer anticipated a pardon would come during the islamic holy month of ramadan. sarah shourd was arrested with the two men in july of 2009 and was released last year on half a million dollars bail. before she left prison, shourd and bower got engaged. since coming to the united states, she has worked to secure their release. three weeks ago she led this rally outside the iranian mission to the united nations. the burden we re all carrying around, the fear for them and the unknown, the uncertainty, it really just gets heavier and heavier and more difficult to carry. reporter: the families had also made an appeal here in the united nations, calling for the u.n. special investigator on human rights in iran to look into the case. the state department said shane and josh have been in prison too long and it is time to reunite them with their families. no word yet if the two years the men have already been behind bars will count toward ....
