Not providing a utilisation certificate shows corruption and the unhealthy practices of the state, social researcher Serto Tondana Kom said and urged the concerned authorities to look into the matter.
Social researcher Serto Tondana said that of the total 39 departments, the Rural Development and Panchayati Raj (RD and PR) has the maximum outstanding amount at Rs 3,936,30 crore with a total outstanding UCs of 569, while the Food and Civil Supplies has zero outstanding UCs.
