The bylaw would ban smoking in all public places within the town, including on streets and sidewalks. Council members But two weeks later, they agreed to delay the third and final reading so town staff could focus on the response to COVID-19. “It’s just frustrating to me,” Coun. Sean Luck said about the delay during Tuesday’s regular council meeting. Luck said conversations about becoming a smoke-free town started in 2018 with the bylaw design taking place in 2019. ....

That question was debated last week as town council approved the purchase of around 12,000 pre-filled sandbags for $52,000 plus HST. Council had a similar debate Coun. Sean Luck, who voted against the motion, said a letter they received from the province in 2020 indicated there is no provincial policy saying they have to provide sandbags. But the same letter, according to Luck, flood-prone communities should invest in resources as is deemed “necessary and appropriate.” “I guess that what becomes the important question here is what’s necessary and appropriate? Are sandbags necessary for the town to provide the homes that flood every year once they get a certain point?” said Luck. ....

On Tuesday, council voted 6-1 to increase salaries by between 19 and 28 per cent effective June 1. Under the changes, the mayor’s salary will climb to $51,750 from $40,342, an increase of more than 28 per cent. The deputy mayor will see their salary rise by 15 per cent (or $3,174) to $24,606 while councillors will get a 19 per cent boost (or $3,380) to $21,489. An independent consultant hired by the town recommended adjusting council salaries to align with the market median. The review, which looked at salaries from 12 Maritime municipalities, found Quispamsis council compensation is “under market” and close to the 25th percentile. ....
