Ben Leonard, 16, from Stockport, died of a serious head injury after falling off the Great Orme in Llandudno, Wales, while on a trip with the Scouts on August 26 2018 after being left unsupervised .
David Pojur, assistant coroner for North Wales east and central, said the scouts had failed to accept any accountability and were institutionally defensive following Ben Leonard s death in 2018.
