Bala was appointed by the late president Benigno Aquino III in October 2015, with expertise and years of experience in social work. She introduced policies and programs that empowered and uplifted civil servants, promoted social change and development, and spread bringing malasakit (concern) to public sector HR management. Under her helm, the CSC promulgated guidelines to institutionalize occupational safety and health and mental health programs in the public sector. It also issued rules on mandatory random drug testing among civil servants in support of the government's anti-drug campaign. DOST commends rice institute for high number of scientists

  In the recent oath-taking ceremony of newly conferred and upgraded scientists, DOST Secretary Dr. Fortunato T. Dela Peña commends PhilRice after three of its experts landed in this year’s ranking.   “[With 12 scientists nine Scientist I and three Scientist II], PhilRice has the highest number of active career scientists. I appreciate the newly conferred and upgraded scientists for their dedication and significant contributions to research in their respective areas of expertise,” he said.   Dr. Aurora M. Corales and Dr. Elmer G. Bautista were conferred the Scientist I rank, while Dr. Norvie L. Manigbas was upgraded to Scientist II rank by the Scientific Career Council.
