A formal State audit has found evidence that two administrators at a local school district may have committed fraud and misappropriation of funds by granting themselves unearned payments and life insurance benefits without proper approval from their board.
The State’s Fiscal Crisis & Management Assistance Team (FCMAT) conducted an extraordinary audit at the request of the San Diego County Office of Education to review actions taken by San Ysidro School District’s former Superintendent Julio Fonseca and Deputy Superintendent Arturo Sanchez-Macias.
“Based on the findings in this report, there is sufficient evidence to demonstrate that fraud, misappropriation of funds, and other illegal fiscal activities may have occurred,” the report concluded. ....

State Audit Criticized For Using Rumors as Allegations

An extraordinary audit report analyzing the San Ysidro School District’s (SYSD) financial mismanagement released last week by the California Fiscal Crisis and Management Assistance Team (FCMAT) is being criticized for containing several inaccurate claims and allegations.
The report, published last week and taken offline the next day, analyzed SYSD’s activities and contracts from 2012 through last year. Among the subjects of this fiscal review were the use of bond funds and the approval of a solar energy contract.
Two former School Board members and a local businessman contacted FCMAT this week to dispute the report’s findings, and have offered information challenging the report’s conclusions. ....

Teachers Demand Reparations From County Superintendent |

Teachers in the San Ysidro School District are calling for the resignation of San Diego County Board of Education (SDCOE) Superintendent Randy Ward and Assistant Superintendent Lora Duzyk, and asking for them to repay teachers’ lost wages.
This Wednesday, a group of San Ysidro teachers gathered at the San Diego County Office of Education to send a message to SDCOE’s board members that Randy Ward and Lora Duzyk have engaged in fraudulent activity at their expense. Teachers held signs demanding money back from the SDCOE.
Grievances from San Ysidro teachers stem from occurrences dating back to 2013, when negotiations for a teacher’s raise were being worked out. At the time, the San Ysidro district was under the fiscal control of the SDCOE, and Ms. Duzyk had complete oversight of their budget. ....

San Ysidro Schools Superintendent Resigns Amid Harrassment Claim |

San Ysidro School District Superintendent Julio Fonseca resigned abruptly on Friday night after a four-hour closed-door Board meeting.
The District’s Board of Trustees had called a special meeting for September 1, to review complaints against Fonseca, including one raised by a district employee.
The Board conducted a closed-door meeting among the board members, Fonseca, and his lawyer for over four hours, before emerging to announce its action.
“The Board, by a vote of five to zero, accepted the resignation of the Superintendent effective immediately, in exchange for 18 months of compensation and release of all claims,” reported Board President Rosaleah Pallasigue. “Dr. Fonseca’s departure is based on a personal situation,” Pallasigue added. ....
