Reactors i got so what . Well two big so whats. One big so what you cant get them to give up reprocessing if they have gas graphite reactors because processing that spent fuel is integral to that fuel cycle. You cant leave water forever. Them giving it up gave us a basis for which to continue to insist that there be no reprocessing on the peninsula. So if you knew a little bit, it was a real break through and then, of course, the reactors were plutonium production reactors in ways water reactors are not. Water reactors do produce plutonium and we can talk about that if you want but its safer and more proliferation resistant. The deal with the North Koreans was complicated. Not as complicated as the irans deal. We had the North Koreans doing thing we wanted them to do. Compared to not doing a deal and looking at maybe 30 weapons a year production for the

CSPAN Discussion On Nuclear Framework Agreements March 29, 2016

Plan of action with iran. And japan was obviously important as a key element in the overall regional structure. And then ultimately, as a state, it was going to be vital to implementing the agreement, especially the light water reactors. It is less obvious in the issue with Irans Nuclear program, but japan and iran have had a longstanding and uniquely positive relationship that existed prior to the uranium revolution, but also existed after the revolution, so japan is an especially important country in irans practice, and there are also a number of business and commercial relationships to be had between japan and iran, so japan is an important country both from the standpoint of the u. S. , but also the standpoint of iran going forward, so its another reason to have this discussion today and to think about incentives for maintaining compliance. We are honored to have many distinguished presenters and panelists today. Jim will intro ....

Professor wallace recording the cooperation or the International Cooperation in fighting even an epidemic like ebola and terrorism still very low. And i believe actually the cooperation in fighting terrorism is much lower than cooperation fighting the epidemic disease and so on. What isis is really doing in iraq and syria is not only contradict with the islam but also contradict with human values which all actually believe in and so on. The Egyptian Government, for example, have been calling for International Support to fight terrorism in the region. Every single western country were reluctant in cooperating with this regard until a few months ago when the foreign fighter problem emerged and just like, to give you an idea, what really will happen if the changes in egypt didnt take place lately,

Out of. If you could perhaps speak to that issue, protecting and hardening it to our terrorisms. Thank you for the question, chairman smith. I will defer to my colleagues specifically in relation to power africa and those engagements. I can tell you the recognition that we encounter from Energy Companies and energy agencies, ministries in our International Engagements to an everincreasing degree recognize the importance of protecting infrastructure. One of the things the department of energy does is to enter into cooperative engagements with Key International partners. We do this at their expense, at the expense of the host country to help them identify older abilities, vulnerabilities. Plan their systems so there is resilience to in the threats, at all hazards approach whether one is talking about severe ....

Mornings america at war people would go we shot tomahawks, we are not at war. If you talk to people near the receiving end of those tomahawks very different response. So the danger is you have different thresholds. You are shooting at someone and they say it feels like were to me and when youre in another position you say well we are just doing surgical operations. You can get this resentment in american arrogance. Americans can be perceived as we are arrogant because we can stand up from the heavens and throw thunderbolts. Although militarily it may just read the right move if you are building up massive resentment than theres a negative cost to it. Its one of those technologies that has to be very carefully balanced as we use it. Pretty soon everybody is going to happen. A lot of countries have them now. I dont know how we will feel when somebody does it to us but i can predict. Thats a great question. Thank you. With that i want to thank bank of america for hosting this and thank yo ....
