DRUG-FREE.Mayor Robella Gaspar of Carasi town, Ilocos Norte province receives a certificate as a drug-free workplace from officials of the Philippine Drug Enforcement Agency (PDEA) and the Ilocos Norte police on Feb. 15, 2023.
