The Maui News A bar owner was arrested and two bars were cited for serving alcohol at the bar during COVID-19 enforcement Saturday night in Lahaina, police said. Charles Clarke, 78, of Lahaina was arrested at 5:45 p.m. and charged with violating public health emergency rules and orders after he was observed walking near patrons while not wearing a face mask at Spanky’s Riptide Bar, according to a police news release. Clarke was identified as owner of the bar at 505 Front St, Suite 129/130. He previously had been warned by officers of a Maui Police Department and county Department of Liquor Control task force that he would be subject to arrest if investigators received additional complaints about noncompliance with the mask mandate, police said. ....
