Rex Phelps, a former high school teacher, was president of an experimental aviation club, and the girl was learning how to fly airplanes when the incidents occurred, officials said.
A former Macomb County high school teacher was arraigned on multiple counts of criminal sexual conduct on reports that he sexually assaulted a 15-year-old girl.
She said she protested to the bailiff but he told her it was the judge’s rule. He told me I can t come in because I have my headwrap on,” she said. “And I said, Sir, this is my religion.
Haltom City city manager Rex Phelps said the judge, who works for the city part-time, did have a blanket policy against any kind of headwear. It was just a general rule, just like a lot of courts don t allow cell phones on in court,” Phelps said.
Once the judge realized it was a hijab, for religious reasons, she tried to accommodate her, Phelps said.

The DFW Chapter of the Council on American-Islamic Relations is calling on municipal courts to allow head coverings after receiving complaints from people who ve been told they can t enter a courtroom.
Earlier this week, Kendra Rumph Montemayor stopped by Haltom City Municipal Court to pay a speeding ticket.
But in a Facebook video, she said she was told she couldn t go inside the courtroom because of her head covering. She told court employees she wore it for religious reasons.
