1984年，石光银积极响应党中央号召，成立了全国第一个农民股份治沙公司――新兴林牧场，承包荒沙3000多亩，卖掉了家里的84只羊和一头骡子，带上几户村民干起了战天斗地的治沙事业。天公作美，这一年的雨水给石光银帮了大忙，栽下的树苗成活率很高。
喜人的变化鼓舞了石光银的斗志。1985年，他再次立下军令状，要承包治理5万余亩荒沙。站在一望无际的沙海边，不少人担心他的诺言难以实现，这里何曾见过一棵树？可是话已经说出口，不干不行，乡亲们口中的那个“石疯子”翻身骑上骡子，裹着草籽走进沙窝窝。
