Of the state as torrential rain continues to fall in the wake of Tropical Storm harvey. The flooding has forced a number of oil and gas refineries to shut down, affecting almost a quarter of americas fuel output. At least 20 people are known to have died. The storm has now moved on to neighbouring louisiana. From houston, james cook reports. This is what Hurricane Harvey did to houston. Believe it or not, the water has gone down and still swathes of the city look like this. Lives have been lost, homes have been ruined and people are still trapped.
