Ramaphosa warns against 'vaccine apartheid'

(Bloomberg) – Vaccines need to be viewed as a global public good and the intellectual property, knowledge, technology and data related to Covid-19 vaccines should be available to all, South African President Cyril Ramaphosa said in his weekly letter.
South Africa and India have recently submitted proposals on the World Trade Organisation’s Agreement on Trade-Related Aspects of Intellectual Property Rights that would allow for a temporary waiver of certain aspects of TRIPS. This would mean wider access to the technologies needed to produce vaccines and medicines.
“A situation in which the populations of advanced, rich countries are safely inoculated while millions in poorer countries die in the queue would be tantamount to vaccine apartheid,” Ramaphosa said. “It will set a devastating precedent in our quest to realise a more egalitarian world and our ability to handle future pandemics.” ....

Ramaphosa has civil service corruption, nepotism in his sights

(Bloomberg) – Public consultations have begun in the past two weeks on a policy document that will target nepotism, political interference and corruption in public service, South African President Cyril Ramaphosa said in his weekly letter to the nation.
“We are proposing a number of far-reaching reforms, such as extending the tenure of heads of department based on merit and performance, doing occupation-based competency assessments and involving the Public Service Commission in the interviews of directors-general and deputy directors-general,” Ramaphosa said.
The public service must be staffed by men and women who are professional, skilled, selfless and honest, he said, having promised to rid the government of corruption when he took over running the country. ....

(Bloomberg) – South Africa laid out a long-awaited plan to distribute Covid-19 vaccines, saying it will cost R20.6bn ($1.4bn) to inoculate two thirds of the population and the state will be the sole purchaser.
The government will agree contracts with suppliers and allocate vaccines to regional authorities and the private sector, Health Minister Zweli Mkhize said in a presentation to parliament on Thursday. The majority of the doses will come from AstraZeneca, which has set a price of R54 each compared with Moderna’s R536, he said. ....
